What a city council does
The city’s legislature: ordinances, the city budget, and often zoning inside city limits. They do not pass state law or run the county hospital.

The office
City councils (aldermen, commissioners in some charters) are elected by district or at-large. They pass ordinances, adopt the budget, and in many cities sit as the zoning board or appoint it.
The mayor may or may not vote. That is charter-specific.
What they can change
- Local ordinances: noise, business licenses, some housing rules, city taxes the state allows.
- Zoning and land use inside the city.
- The city budget and service levels.
- Oversight of city departments, often with the mayor or manager.
Money they vote on
The municipal budget. They cannot levy a state income tax or appropriate the county hospital. They can accept or reject certain grants.
Who they can help — and who they cannot
A pothole on a city street, a zoning hearing, a city park. Not a county road, a school curriculum, or a federal immigration case.
