What a county commission controls

The office

A county commission (sometimes called a board of supervisors or county legislature) is the policy board for county government. Members are usually elected by district. Terms are often four years.

Powers come from the state constitution and statutes, plus any county charter. They are not a junior Congress. They do not pass state or federal law.

What they can change

Typical commission votes:

• County budget and property-tax levy.
• Zoning and land use in unincorporated areas — not automatically inside an incorporated city.
• Roads, flood control, parks, public health, and social services the county runs.
• Hospital or health-district governance where state law assigns it. Clark County commissioners sit as the governing board of University Medical Center (UMC).

Money they vote on

The county budget is local money: property tax, fees, and state or federal pass-throughs the county is allowed to spend. Commissioners decide service levels — how many sheriff deputies, clinic hours, road miles — within that envelope.

They cannot levy a state income tax or rewrite the federal Medicaid statute. They can decide whether to match, apply for, or administer certain grants.

Who they can help — and who they cannot

Call for unincorporated zoning, county roads, county health clinics, property-tax questions the assessor handles, and county-run hospitals where applicable.

Do not expect a commissioner to change Social Security, a city’s downtown zoning if the city is incorporated, or a school district’s curriculum. Those boards sit elsewhere.
